1st Taiwan official supports same-sex marriage, publicly

This is the first time that an official of the Taiwan government stepping out strongly backing gay marriage.

On Aug 20, Mr. Wen-Yi Shi posted on Facebook with a strong attitude for gay marriage. As the vice-director of the Taiwan Center for Disease Control (Taiwan CDC), he argued that gay marriage could help stabilize gay men’s relationships and thus control the HIV/AIDS epidemic. He expects all sectors of the government have to try the hardest to legalize gay marriage in terms of HIV/AIDS control. This is not only about the gay people’s rights’ but also about the whole society’s welfare. He also criticized that the Taiwan government shies from its responsibility by excuses like “waiting for the consensus of the society.” The Taiwan CDC clarified on the next day that Mr. Shi’s opinion does not represent the Center.

Shi responded to Liberty Times that “We hope gay be loyal to their sex partner, but we also prohibit them from marriage right. How cruel this is.”

Du, the Director of Policy Advocacy of Taiwan Tongzhi Hotline Association, the biggest NGO for LGBT right in Taiwan, answered the Liberty Times that “Shi’s argument is problematic because he mixed equal marriage right with sex loyalty and regulation on homosexual sex. LGBT demands for equal legal right and equal welfare.”

A representative in the Taipei City Counsel commented “Same-sex marriage is about human right, not HIV/AIDS-related. But this vice-director has gut. Thumb him up!”

About a week later, Shi posted on the Facebook again saying that public servants should be required to be not discriminating homosexuals. According to Worldojurnal.com, an ex-official wrote Shi a letter and asked him not to advocate for gay people using his public servant position. That letter also said that “Homosexuality only exists in places like jails where men and women cannot normally interact. Homosexuality disobeys morality.” Shi expressed respect to other people’s speech, but he said that intellectuals should not bear discrimination and hatred to homosexual people.

Same-sex marriage in Taiwan is not legalized yet. At the end of July, the Taiwan Alliance to Promote Civil Partnership Rights (TAPCPR) announced a draft of revised chapters of the Civil Law. Meanwhile, the Ministry of Justice is still doing research and looking for consensus.
